If this is not the case, and such matters are dealt with privately or unofficially, the tendency is to weaken the con- fidence of the government and to cause it to in- terfere in matters which it would have prefe red to leave alone had it, from correspondence passing through its hands, seen that they were receiving consideration from those responsible.
17. Such stores and m terials as are obtained
from outside the Colony are ord red through the Crown Agents for the colonies, the necessary indents being prepared by the Resident Engineer and passed in the same way as the rest of his correspondence through the Colonial Government It should especially be noted that the Crown Agents have no authority to act on indents received through any other channel.
